Multi-Modal Streetscape Project

The Romeo DDA desires to improve the walkability throughout its DDA district, as well as bike connections to the Macomb Orchards Trail. The Romeo DDA Main Street is five blocks in length and 32 Mile Road is approximately three blocks. The only pedestrian signalized crossing is at Main Street and 32 Mile Road, and proves to be challenging for pedestrians crossing at unsignalized crosswalks in other parts of the district. Large growth trees are beautiful, but have heaved the sidewalks creating an impediment for pedestrians and those especially with disabilities.
The Romeo DDA intends to apply for one or more grants in which design concepts, a concept budget and community engagement in the planning process is needed.
The Romeo DDA has engaged Giffels Webster to provide professional surveying, planning, and engineering services related to concept planning for multi-modal streetscape improvements along Main Street and 32 Mile Road within the Downtown Development Authority (DDA) district in the Village of Romeo with a focus on walkability and connections for cyclist utilizing the Macomb Orchards Trail.
It is understood that the work would be performed in two distinct phases as detailed in the Scope of Services outlined below:
Public Engagement
- Kick-off meeting with DDA officials and staff to identify project goals.
- Downtown walkabout with DDA staff to assess conditions and discuss opportunities for improvement and identify logistics for public engagement meeting.
- Issue public notice for public engagement meeting.
- In-person public engagement meeting hosted by DDA and led by Giffels Webster.
- Online surveys prepared by Giffels Webster to supplement public engagement and tailored to reach the public and businesses within the DDA.
- Review of public engagement efforts.
- Estimated timeline: Eight (8) weeks - Completed
Conceptual Design
- Pedestrian/bicycle traffic study.
- Obtain current AM and PM peak-hour traffic counts surrounding the site.
- Traffic counts will be collected on weekdays and weekends and will include vehicles, bicycles, and pedestrians.
- Traffic data collected will include vehicle speeds and 85th percentile.
- Perform a review of crash history.
- Review traffic operations and concerns with DDA stakeholder group.
- Provide recommendations to improve unsatisfactory traffic operations for all users.
- Recommendations to be provided in a letter report format with conceptual graphics.
- Prepare a Traffic Impact Assessment (TIA) memo summarizing key assumptions, findings and recommendations.
- Present and review the TIA in person with the Client and incorporate up to 2 rounds of client review.
- Preliminary conceptual plans and engineer’s opinion of cost (two alternatives).
- Review of preliminary conceptual plans and opinions of cost with DDA.
- Finalize selected conceptual plan and estimate construction project budget.
